Hoarding, in this sense, refers to transferring items or money from one's older characters to newer ones. It is against the rules to drop or store items and then retrieve them after creating a new character. Anyone caught doing this, or helping someone do this, can expect to face at least temporary banishment (and, of course, to have the items removed).
